Does the brake release freely. It the cable oor any pivot isn't free even though you modulate or let up on the brake, it may not let off. I lube all the cables every spring using a cable luber, don't forget the one that operates the rear brake light switch, I had mine hanging up when I took the ER course and got points deducted when I was supposed to be off the brake I was but the light was still on. Brake was on the side opposite the observer. After replacing a good switch, I discovered the bound up cable. Duh!
